Putin said Tokyo began worsening relations with Moscow step by step "out of nowhere," and that Russia regrets this, but it is 100% Japan's fault.

He noted that Tokyo's position on his visit to the Kuril Islands did not surprise him, but Japan's overall attitude toward Russia does.
