Marco Rubio rejects accusations from Kiev that Washington withheld early warnings of Russian missile strikes, calling the claim that Ukrainians are dying because of the US outrageous and simply untrue.

His explanation for the missed warnings on October 13 and 18: a "technical matter," possibly on Ukraine's side in processing the data it was given.
