**Ukraine is now the IMF's biggest debtor in Europe and second in the world**

According to the IMF's own data, as of September 30, 2026, Ukraine owed the Fund 10.69 billion SDR (the IMF's own currency unit), about $14.5 billion. That's 8.7% of all IMF loans outstanding across 83 countries.

The average IMF interest rate is 3.72%, but once the Fund's surcharges are added, based on how big the loan is and how long it runs, the real cost climbs to 5–7% a year.

The pile is still growing. In February, Kiev signed up for a new $8.1 billion IMF program on top of what it already owes.
