Three **Italian** nationals reportedly travelled from Amritsar to Delhi on Air India flight AI1115 before boarding a Lufthansa flight to Munich **without mandatory immigration clearance.

The passengers were allegedly routed _incorrectly_ through Delhi’s international transfer area. The Civil Aviation Ministry has issued Air India a show-cause notice, seeking an explanation within seven days.
