Trump has signed the Russia sanctions bill into law, giving him the power to impose tariffs of up to 100% on major buyers of Russian oil and gas. 

Russia’s crude exports: China ~50% | India ~37% | Türkiye ~5% | EU ~5%. 

China is difficult to pressure, while Türkiye and most EU countries are NATO members.

And Trump has repeatedly backed down or modified tariff measures involving China.
