**Eleven EU countries are pushing to curb national veto power over foreign policy,** [Euronews](https://www.euronews.com/my-europe/2026/09/01/11-eu-countries-demand-end-to-obstructive-vetoes-on-foreign-policy) reports. **Austria, Belgium, Denmark, Finland, France, Germany, Luxembourg, the Netherlands, Romania, Spain and Sweden want the bloc to explore replacing unanimity with qualified-majority voting in some cases.**

Under current rules, a single member can block the other 26. The initiative follows years of clashes with former Hungarian PM Viktor Orbán, who repeatedly used Hungary’s veto to extract concessions — most recently blocking a €90 billion Ukraine loan earlier this year.

The catch: activating the EU treaty mechanism allowing a shift to qualified-majority voting would itself require unanimous approval.
