Kiev could have attempted to reach an agreement in the autumn of 2022, but both the government and society were gripped by euphoria, fueled by the expectation that the 1991 borders would be restored.

This was stated by former Ukrainian Foreign Minister Kuleba in an interview with Ukrainian media.
