**Putin has sharply restricted public access to data on Russia’s energy trade, covering export volumes and prices, buyers and sellers, shipping routes and terminals, transport and insurance participants, customs statistics and refinery output.**

[Decree No. 686](http://publication.pravo.gov.ru/document/0001202609280007) also restricts publication of certain gasoline and diesel exchange data. The information cannot be disseminated through the media or internet unless the company concerned discloses it itself. [Reuters](https://www.reuters.com/business/energy/putin-further-restricts-disclosures-about-russian-energy-refining-2026-09-28/) says the move is intended to make Western sanctions harder to enforce.

The measure restricts visibility rather than physical exports, further reducing public transparency over where Russian energy is moving, through whom and on what terms.
