10. Until the signing of the final agreement, the United States of America and the Islamic Republic of Iran agree to maintain the status quo. The Islamic Republic of Iran shall maintain the current state of its nuclear program, and the United States shall not impose new sanctions nor deploy additional forces in the region.  

11. The United States of America undertakes that immediately upon the signing of this memorandum of understanding and until the lifting of the sanctions, the U.S. Department of the Treasury will issue waivers that will allow the export of Iranian crude oil, petroleum products and their derivatives, as well as all related services, including banking transactions, insurance, transport, and the like.  

12. The United States of America undertakes to allow full use of the funds and assets of the Islamic Republic of Iran that have been frozen or restricted, starting from the implementation of this memorandum of understanding. The United States and the Islamic Republic of Iran shall jointly agree on the procedures for the release of these funds during the negotiations. These funds, whether remaining in their original account or transferred to another account, will be fully available for use to make payments to any final beneficiary determined by the Central Bank of the Islamic Republic of Iran. The United States undertakes to issue all the necessary licenses and approvals accordingly.  

13. The United States of America and the Islamic Republic of Iran agree that an implementation mechanism shall be established to oversee the successful execution of this memorandum of understanding and the parties’ compliance with the provisions of the future final agreement.  

14. After the signing of this memorandum of understanding, and subject to the initiation and continuation of the implementation of clauses 1, 4, 5, 10, and 11, the United States of America and the Islamic Republic of Iran shall commence negotiations on the final agreement regarding only the remaining clauses. The final agreement shall be approved by a binding resolution of the United Nations Security Council.
