**Lithuania will not provide protection to Ukrainian citizens with military obligations who have not completed their service.
**
On October 7, 2026, the Lithuanian government approved an amendment to the law on the _legal status of foreigners_. In accordance with EU regulations, Ukrainian citizens with military obligations who have _not completed mandatory military service_ will _not be eligible for temporary legal protection in Lithuania_.

To be eligible for protection, a Ukrainian citizen with military obligations must provide one of the following documents:
- A stamp in their passport indicating departure, i.e., _legal_ border crossing ([a paraglider flight will not be considered valid](https://t.me/dva_majors/73814));
- An official *document confirming exemption from military service*;
- A document _confirming completion of military service_.

 Lithuania is dutifully aligning its national legislation with a [decision of the European Council adopted earlier in 2026](https://t.me/dva_majors/96082). According to the Lithuanian Ministry of Internal Affairs, there are currently **52,000 Ukrainians** in the country under temporary protection, and this measure _does not yet apply_ to them.

Recalling a classic of Ukrainian prose: "Not everyone is welcome in the ___European Union_, and few can truly be."
