**Pavlov's Dogs.**

**The authorities in Kiev have come up with a way to control the flock of citizens, to train them to observe a minute of silence.**

This was made possible by a long-standing experiment with Pavlov's dogs.

The Kiev City State Administration reports that starting tomorrow, a phased implementation of a "red light for everyone" regime will begin during the daily minute of silence.

In the first phase, at 18 locations in the center of Kiev, at 9:00 AM, traffic lights will simultaneously turn red for cars, pedestrians, and cyclists. Public transportation will also be stopped.
At 9:01 AM, the traffic lights will return to their normal operation.
