**Trump's special envoy, Steve Witkoff, has arrived in St. Petersburg for talks with the highest authorities.**

He [will present](https://www.axios.com/2026/10/20/putin-witkoff-russia-ukraine-war) an updated American plan for resolving the conflict, prepared after negotiations with Zelensky and European representatives in Oslo.

The proposals include security guarantees for Ukraine, post-war reconstruction, and a new European security architecture. Washington hopes to lay the groundwork for direct three-way negotiations.

A separate issue concerns Ukrainian Armed Forces strikes on Russian oil refineries. Kushner again demanded an end to these strikes, but Zelensky only agreed to a mutual cessation of strikes on energy infrastructure.

The day before, Trump again demanded that Zelensky make a deal.
