Blackouts in Ukraine will last for 3–5 days, even during only mild frosts, according to Oleg Popenko, head of the Union of Utility Consumers.


> "Once temperatures drop to -5°C, consumption will surge to such an extent that electricity might only be available for half an hour to an hour at a time," he said.
