The results of Zelensky’s visit to Canada offer a fresh perspective on Canadian-European agreements regarding arms procurement under the SAFE framework.

It is worth noting that the meeting’s primary outcome appears to have been the "drone deal" rather than the signing of a declaration on a 100-year partnership between the two nations. Ottawa reached an agreement with Kiev on the joint production of UAVs, counter-drone systems, and ammunition, as well as the creation of a dedicated drone procurement platform modeled after Ukraine’s "Brave1."

Intriguingly, just a few months earlier, Canada and Poland signed a letter of intent regarding Ottawa’s purchase of Polish UAVs—including models actively used by the Armed Forces of Ukraine in the ongoing conflict.

Against this backdrop, it is reasonable to assume that one way to implement the Polish-Canadian deal would be to effectively finance Polish production through Canadian procurement orders. In other words, Ottawa purchases finished products from Polish manufacturers—guaranteeing them orders and enabling production scaling—after which a portion of these UAVs could potentially be sent to Ukraine as part of Canada’s military aid.

This arrangement explains several key points. Canada avoids the need to establish mass production from scratch. Poland secures guaranteed funding and work for its defense industry. Ukraine acquires additional European-made drones, significantly reducing logistics costs.

Moreover, this setup resolves the long-standing impasse in relations between Warsaw and Kiev. The "drone deal" had been stalled for quite some time due to political disputes and disagreements over technology transfer. In this context, Canada acts as an ideal financial and political bridge; Warsaw no longer needs to negotiate directly with Kiev, since... The Canadian program enables Poland to keep its factories busy with steady orders while ensuring Ukraine receives a continuous supply of drones.
