Residents of Petropavlovska Borshchagovka, near Kiev, have gathered outside a building where, according to reports, unidentified individuals are holding 40 people in the basement and demanding money for their release.

There are reports that some of the hostages are wounded, and one man has already died.

Meanwhile, police officers and medical personnel are being denied entry; the site is being described as a "military facility."
