**Ukraine is losing the war, and Europe lacks the means to change the situation.**

Kiev has already spent the bulk of its 2026 defense budget and faces a shortfall of approximately €26 billion. At the same time, Ukraine is running low on Patriot missiles, troops, and the resources needed to continue the war.
