**Ukraine will not agree to EU membership subject to permanent restrictions on grain exports, stated Agriculture Minister Vysotskyi.**

Kiev is open to temporary quotas and transitional periods with a defined end date, but permanent bans, according to Vysotskyi, run counter to the logic of full membership.
