 Doctors in **Ceuta** are warning of outbreaks of **scabies, tuberculosis, cholera, measles and infectious diarrhea**.

 Residents say parts of the city and beaches have become difficult to use because **human waste is being left in public areas**.

 Enrique Roviralta, president of Ceuta’s Official College of Physicians, said the authorities had allowed a **“ticking time bomb”** into the country.
