It is reported that the coast guard, police, special forces, and rescuers also participated. Local media claim that this is part of a plan to enhance the security of critical maritime infrastructure, such as cables and pipelines.

Last year, there were breaks in the Estlink 2 cables on the bottom of the Baltic Sea between Finland and Estonia, as well as in the C-Lion1 cable connecting Finland to Germany. The WSJ reported that improper maintenance could have been the cause.
