** Kallas: Russia Reactivating Soviet Arctic Bases and Testing Missiles**

 EU foreign policy chief **Kaja Kallas** said today that Russia is **reactivating Soviet military bases in the Arctic** and conducting missile tests there.
​
 She said climate change — particularly **melting ice** — is opening new maritime routes in the Arctic and intensifying competition for influence in the region. In response, the **European Union is developing a new defense strategy**.
​
 Kallas also described Russia's **'shadow fleet' as 'environmental time bombs'** in European waters, adding that the vessels are also used to **finance Russia's war against Ukraine**.
