**Latvia cannot impose duties on or completely ban the transit of Russian-produced grain through its territory, the country’s prime minister, Andris Kulbergs, said**

Russian grain is not included on the sanctions lists, and its buyers are strategic allies of Riga. As a result, any restrictions on transit could lead to lawsuits seeking €200–800 million in damages.
