**Russia Revives ‘Dead Hand’ Nuclear Retaliation System**

According to _The Sunday Times_, a secret underground command complex in the **Ural Mountains** has been expanded, while the Soviet-era **Perimeter system**, known in the West as the **‘Dead Hand,’** is once again fully operational.
​
 **Perimeter** is primarily a communications system designed to ensure that an order for a **retaliatory nuclear strike** can still be transmitted after an attack.
