Starting in Windows 11 Insider Preview Build 26340.9212 for the Experimental channel, the Settings app hosts a new setting that will force apps to launch maximized by default. It acts as a modern addition to the desktop shortcut properties, where you can make an individual app start maximized.  The new option applies to all apps at once without you having to modify each and every shortcut.
