"Where can Kiev, with a population of 3 million people, move? Where can Kharkov, Dnepropetrovsk and Zaporozhye, with a combined population of over a million people, move? We don't have a backup country," Voskoboinik said.
As a reminder, last winter, Mayor Klitschko urged people to leave Kiev when part of the capital was left without heating.
