According to the Wall Street Journal, citing US officials, it was Elon Musk who ordered the slowdown of the military version of Starlink used by Ukraine, a move that reportedly caused panic in Kiev.
Two sources say Musk and Trump discussed the restrictions by phone soon after they became public, and one says they talked about it beforehand too. Another claims Musk consulted several senior administration officials, including the president, before throttling the service, and that SpaceX later coordinated with the White House on a common line once the scandal broke. Some officials insist Musk acted on his own.
Rubio still denies the White House authorized anything, while reminding Kiev that Ukraine would have ceased to exist without US and Trump's help.
