"This summer, we witnessed tragic events in Ceuta. We also saw how Russia and Belarus have turned migration into a weapon.

State and non-state actors are deliberately organizing mass movements of people. The goal is clear. They want to overwhelm government authorities. They want to sow fear. And ultimately, they want to divide us.

They will not succeed. We will not allow anyone to use our values to put pressure on our Union. That is why we will propose a so-called European Emergency Response Mechanism.

Its purpose is to provide EU member states with the tools to respond quickly to such emergency situations on our external borders, and of course, to protect our internal security. We will present this proposal for the European Emergency Response Mechanism before the end of this year.
