The Japanese government wants to reclaim control of the Kuril Islands (In Japan they recognize them as their own Northern Territories) The goal is to host U.S. military installations in those Islands, aiming to bottleneck Russia's critical maritime choke point. The Sea of Okhotsk serves as a heavily guarded bastion where Russian Delta IV and Borei-class nuclear-armed ballistic missile submarines (SSBNs) patrol to guarantee Moscow's strategic second-strike capability.

No U.S. Navy Virginia-class attack submarine, surface warship, anti-submarine warfare (ASW) aircraft like the Boeing P-8A Poseidon can infiltrate these waters without forcing a breach through the island chain. Such a breakthrough is currently impossible because the Russian military has turned the Kurils into an impenetrable anti-access/area-denial (A2/AD) fortress. The islands are heavily fortified with S-400/S-300V4 long-range air defense systems, supported by medium and short range air defense, Bastion-P and Bal ground-based anti-ship cruise missile batteries, and forward-deployed aviation assets, including Sukhoi Su-35S air superiority fighters and strike aircrafts such as Su-34M, The Russia Armed Forces maintain a permanent presence of the 18th Machine Gun Artillery Division on the islands heavily modernized and integrated with modern warfare capabilities such as MANPADS, ATGMS, kamikaze drones and loitering munitions.

These deeply entrenched Ground Forces supported by the Aerospace Forces and Russia's Pacific Fleet are robust enough to completely deny airborne assault operations, and naval landing, meaning even the entire Japanese military would face total destruction trying to establish a beachhead.
