**Memorandum of Understanding of Islamabad
between the United States of America and the Islamic Republic of Iran**

The United States of America and the Islamic Republic of Iran have jointly and in good faith agreed upon the following:

1. The United States of America and the Islamic Republic of Iran, together with their allies in the current war, declare upon signing this Memorandum of Understanding the immediate and permanent cessation of all military activity on all fronts, including in Lebanon. They commit to refrain from initiating any further war or military action against one another, to avoid threats or use of force against one another, and to ensure the territorial integrity and sovereignty of Lebanon. The final agreement shall confirm the permanent end of the war on all fronts, including in Lebanon, and the other provisions of this section.

2. The United States of America and the Islamic Republic of Iran undertake to respect each other’s sovereignty and territorial integrity and to refrain from interference in each other’s internal affairs.

3. The United States of America and the Islamic Republic of Iran undertake to negotiate and reach a final agreement within no more than 60 days, with the possibility of extension by mutual consent.

4. Immediately upon the signing of this Memorandum of Understanding, the United States of America shall begin lifting its naval blockade and any other obstruction or restriction imposed on the Islamic Republic of Iran, to be completed within 30 days. During this period, maritime traffic shall be gradually restored by the Islamic Republic of Iran, in proportion to the volume of traffic that existed before the war. In addition, the United States undertakes to withdraw its forces from the vicinity of the Islamic Republic of Iran within 30 days after the signing of the final agreement.

5. Upon signing this Memorandum of Understanding, the Islamic Republic of Iran shall, to the best of its ability, ensure the safe passage of commercial vessels, free of charge, for 60 days only, between the Persian Gulf and the Sea of Oman in both directions. Commercial maritime traffic shall resume immediately, and considering the need to remove technical and military obstacles and conduct mine clearance by the Islamic Republic of Iran, full traffic shall be restored within 30 days.

6. The Islamic Republic of Iran shall engage in dialogue with the Sultanate of Oman with the aim of determining future governance arrangements and maritime services in the Strait of Hormuz, in consultation with other states bordering the Persian Gulf and in accordance with applicable international law and the sovereign rights of coastal states in the Strait of Hormuz.

7. The United States of America undertakes, together with its regional partners, to develop a final and mutually agreed plan totaling at least 300 billion U.S. dollars for the reconstruction and economic development of the Islamic Republic of Iran. The implementation mechanism of this plan shall be agreed upon as part of the final agreement within 60 days. The United States shall grant all the licenses, exemptions, and permits required to carry out the relevant financial transactions.

8. The United States of America undertakes to lift all forms of sanctions imposed on the Islamic Republic of Iran, including United Nations Security Council resolutions, resolutions of the IAEA Board of Governors, and all U.S. unilateral, primary, and secondary sanctions, according to a timetable to be agreed upon within the final agreement. The Islamic Republic of Iran and the United States of America recognize the critical importance of the issue of sanctions relief and express their intention to discuss it immediately within the negotiations, with the goal of reaching mutual agreement on the matter.

9. The Islamic Republic of Iran reaffirms that it shall not acquire or develop nuclear weapons. > >
