Germany is not obligated to conduct an investigation or prove Russia's guilt in the drone incident in Leipzig. According to Jürgen Hardt, a representative for foreign policy within the CDU/CSU parliamentary group, there is no need to prove the accusations because the Russian authorities will not cooperate with the investigation.
Because German law enforcement agencies have no means of conducting searches in Moscow, accusations against Russians are, by default, considered true, according to Hardt.
