EU foreign policy chief Kallas described the elections held in Russia as yet another blow to Russian democracy.
According to her, "the Kremlin suppressed dissent, barred the only registered anti-war party from the vote, and denied access to international observers."
She proposed imposing measures against those who facilitated the holding of elections in former Ukrainian territories.
