At the new General Dynamics facility, equipment broke down so frequently that the Pentagon’s plan to rapidly supply Kiev failed completely, media reports say.

By August 2025, the plant had missed eight deadlines, and operations were partially suspended. By July 2026, the factory had not delivered a single usable round—yet it was never penalized for this.
