MoD's annual report says 2025 witnessed a “significant reduction” in PLA deployment opposite India’s Northern Borders. It then states that 10 Combined Arms Brigade-sized PLA forces were deployed in areas along the LAC and in traditional training areas. At the same time, the report says Indian Army deployment across all LAC sectors remains robust and prepared for contingencies.

The report itself says the “Northern adversary” has developed layered road infrastructure comprising axial and lateral routes with emphasis on last-mile connectivity. The Army therefore calls rapid development of India's own northern-border road network an operational imperative.
This is important because even though PLA deployment has reduced, the Army clearly does not consider the infrastructure competition over.
