⚡️Safety: How Kyiv's facilities operate during different air threat levels

🔹Medical facilities

During yellow-level alerts, facilities continue to operate. However, full access to shelters must be available. During red-level alerts, patients and medical staff must move to shelters.

❕During these times, medical care that cannot be interrupted without endangering the patient will continue. This applies to surgeries, resuscitation, and intensive care.

Regardless of the air threat level, emergency medical care and the admission of patients with urgent conditions should continue uninterrupted.

🔹General secondary education institutions

 Kyiv schools will operate during air raid alerts based on individual protocols that they've adapted.

▫️During in-person learning, students and teachers should move to a shelter, where learning may continue if conditions are safe.

▫️During remote learning, the lesson should be paused while students and the teacher move to a safer location. Once the threat subsides, the class can resume. An air raid alert does not mean that the lesson or school day is automatically canceled. 

🔹Kindergartens

Regardless of the threat level, kindergarten staff should follow an approved response plan, and children and personnel should move to a shelter.

If an air raid alert is issued before the workday begins, the facility will open after the "all-clear" signal is given and staff have arrived at their workplaces. If the threat arises during educational activities, designated staff members will escort the children to a shelter and ensure that every child is accounted for there until the danger has passed.

🔹Administrative Service Centers 

During yellow-level alerts, certain branches equipped with underground facilities will continue to serve the public.

This applies to the following branches:
▫️Administrative Service Center Department: ​​19-B Dniprovska Naberezhna (in the shelter)
▫️Holosiivskyi District: 42 Holosiivskyi Prospekt (on the semi-basement floor) and 43 Nauky Prospekt (in the basement)
▫️Desnianskyi District: 29 Chervonoi Kalyny Prospekt; 39-A Lisovyi Prospekt; 15 Chervonoi Kalyny Prospekt
▫️Dniprovskyi District: 1/1 Bulvar Ivana Kotliarevskoho (basement premises)
▫️Shevchenkivskyi District: 24 Vulytsya Bohdana Khmelnytskoho (basement premises).

During yellow-level alerts, operations are by appointment only:
▫️Solomyanskyi District: 41 Bulvar Povitrianykh Syl; 40 Bulvar Povitrianykh Syl; 40 Bulvar Chokolivskyi (service provided in the semi-basement/lower-ground level).

During red-level alerts, all Administrative Service Centers in Kyiv will suspend operations.

🔹Social facilities and institutions

During yellow-level alerts:

▫️District territorial social service centers will provide social and consulting services
▫️The Kyiv Military Hub will continue operations, including providing on-site consultations. The Hub's hotline will operate regardless of the threat level.
▫️The Kyiv City Center for Gender Equality, Prevention, and Counteraction of Violence will provide consultations to visitors after staff relocate to a shelter. The helpline will operate regardless of the threat level.
▫️Municipal rehabilitation centers for children and persons with disabilities will continue to operate normally, providing full services; however, during any air raid alert, services will be provided exclusively in shelters.

☝️Offices of the Pension Fund of Ukraine and district social protection departments will suspend in-person visits during any threat level.

🔹Municipal Service Center

During yellow- and red-level alerts, in-person appointments at district centers will not be held. Instead, consultations and expert assistance will be provided remotely.

🔹"Farmatsiya" Pharmacies

During yellow-level alerts, "Farmatsiya" municipal pharmacies and their branches will continue to operate.

If a red-level alert is declared, pharmacy operations will be suspended immediately.

🔹Municipal Veterinary Clinics

During yellow-level alerts, municipal veterinary clinics will continue to operate. However, staff and visitors are advised to proceed to a shelter.

If a red-level alert is declared, veterinary clinics will suspend operations.

🔹Cultural institutions

Cultural institutions may hold mass cultural and entertainment events during yellow-level alerts as long as safety requirements are met.

✔️Decisions on whether to start or continue an event during a yellow-level alert should be made based on the availability and accessibility of a shelter, its capacity, routes leading to it, and other safety factors.

If a red-level alert is declared, an event that has not yet begun will not take place, and an event already in progress will be stopped.
