💢 Canada and Norway are accelerating their Arctic and High North security partnership, expanding defense-industrial cooperation, interoperability and joint capabilities.

• Canada intends to join Norway and Germany around the Type 212CD submarine program and pursue an enhanced Defense Cooperation Agreement once procurement negotiations conclude.

• Their coast guards are already training together. Cooperation is expanding into military planning, Arctic surveillance, space capabilities and secure High North communications. Kongsberg is partnering with MDA Space and Telesat, while Canada and Norway are also launching joint critical-minerals mapping.

• Carney said Washington now effectively “charges for access” to the US market through tariffs, domestic-policy changes and, in some cases, investment commitments. He stressed that Canada already has CUSMA and said current US measures are inconsistent with it.

• Carney also rejected restrictions on Canada’s ability to deepen economic ties elsewhere. Asked whether closer links with Europe or Norway could be viewed as hostile by Washington, he argued that a stronger, more independent and resilient Canada strengthens NATO.

• Støre said Washington has begun using tariffs politically, reversing decades of trade liberalization. Norway is in talks with the US to prevent further tariffs, and he warned against tariffs becoming a political “weapon.”

• On Russia, Støre said Poland’s warnings over possible Russian drone or hybrid activity should be taken seriously, citing Norwegian intelligence assessments of threats reaching “all the way to potential sabotage.” He also warned against a “frenzy” in which a Russian threat is seen “at every corner.”

• Carney explicitly linked the Arctic, Baltic and NATO’s wider western flank, pointing to Canada’s NATO brigade in Latvia, greater intelligence sharing, submarines and space capabilities as parts of the same security architecture.

• Both leaders said they had held detailed talks with Zelensky within the previous 24–48 hours, linking support for Ukrainian military capacity with capabilities Canada and Norway are developing for their own defense.
