Approved in September 2024, it assigns specific projects and deadlines to Russian ministries, regulators and state companies.
The plan calls for greater use of national currencies, cross-border central-bank digital currencies and independent financial messaging systems; continued Rosatom work at Bushehr; Russian involvement in Iranian oil and gas fields; production of Russian aircraft components in Iran; and new rail links toward Persian Gulf ports. Several elements have since advanced publicly, including bilateral payment integration, work at Bushehr, development of the Shadegan oil field and surveys for the Rasht-Astara railway.
