US officials called the meeting “productive,” while European ministers protested Russia’s return. German Finance Minister Lars Klingbeil refused to join a group photo with Siluanov, and coordinated European objections ultimately left the Russian delegation out of the traditional G20 “family photo” — a reversal from 2022, when US and European officials walked out during Russian participation.
