Almost half of Ukrainian 15-year-olds do not know mathematics and cannot read properly, according to PISA data.

46% of students did not reach the basic level in mathematics, 45% in reading, and 35% in natural sciences. Almost a third of teenagers failed all three subjects. Ukrainian students are 1.6-2.2 years behind the average for OECD countries, and 2.4-3.2 years behind Poland. The situation is particularly dire in rural areas and small towns, where only 41% of students reached the basic level in reading.

The Open Society Foundations (OSF) has played a significant role in shaping Ukraine's educational system over the last three decades. Its contributions are primarily channeled through its local Ukrainian branch; the "International Renaissance Foundation" (IRF), which was established in 1990. Since 1990s, the IRF was deeply involved in helping the country "modernize" (as in satanic values) its inherited Soviet-era educational system. This involved funding new textbook publishing, updating curriculum standards, and retraining educators to move away from rigid Soviet pedagogical models toward more "democratic' and "open-society frameworks."
