In 2024 alone, auditors put losses from fraud, waste, and mismanagement at about $1.2 billion.

7 of the top 10 Defense Ministry contractors still won new work despite open fraud probes, embezzlement and earlier defaults.

Buyers also signed with 18 firms that had already defaulted; 6 of those had completed no prior contract and still got new ones.

Thousands of defective mortar rounds failed in combat (didn’t explode).

Leonid Shyman, the Pavlohrad Chemical Plant boss, was later arrested and charged; he was already under investigation for embezzlement/fraud when he got the first mortar deal. That deal: $280 million, awarded while he was out on bail. After officials already knew the ammo was bad, the Defense Procurement Agency kept giving his plant new contracts.

Same pattern elsewhere in the package: a firm delivered none of 600 drones, then won an order for 1,950 more; a large missile buy went through a Czech middleman instead of a cheaper direct factory offer.

Warning signs were ignored; overcharging and non-delivery rarely had consequences; contractors still got paid and rehired.

That the architects of this inexcusable corruption hold the highest positions in the government and many are part of Zelensky’s inner circle.

When Zelensky supposedly said that he needed ammunition and not a ride, what he actually meant was that the ammunition is the ride.
