Israel Katz is the ninth reserved slot.
Sa’ar will be placed in the top ten, and Haim Katz in the second ten, at the expense of 8 of Netanyahu’s reserved slots.
That therefore leaves him with 4 reserved slots in the top 15, one of which belongs to Duborinsky.
