A statement on behalf of the State Attorney’s Office:

The State Attorney’s Office recently filed an indictment with the Central District Court in Lod against a mathematics lecturer at Bar-Ilan University, a man in his approximately 60s from Petah Tikva, who, over a period of several years and motivated by nationalist-ideological considerations, conceived and planned to carry out an extreme and murderous scheme targeting hundreds of Arab Israeli citizens, including Bedouins, as well as Arabs residing in East Jerusalem and the Judea and Samaria area. The defendant called his plan “AYAT,” a Hebrew acronym for the words “The People Will Carry Out Transfer.”

The Central District Attorney’s Office charges the defendant with security offenses, including preparation to commit an act of terrorism under the Counter-Terrorism Law, extortion by threats, and obstruction of justice, and is asking the court to detain him until the conclusion of the legal proceedings against him. Please note that, pursuant to a court decision, a publication ban currently remains in effect regarding the defendant’s name.

According to the indictment, filed by attorneys Roy Reis and Tomer Steinberg of the Central District Attorney’s Office, against the backdrop of the “Guardian of the Walls” riots and, subsequently, with greater intensity against the backdrop of the “Swords of Iron” war, the defendant, motivated as stated by nationalist-ideological considerations, decided to plan and carry out numerous terrorist attacks simultaneously and cause the deaths of many hundreds of Arab Israeli citizens, including Bedouins, throughout the country, as well as Arabs residing in East Jerusalem and the West Bank. His objective was to cause them to flee and be permanently expelled to Jordan, Lebanon, and the Gaza Strip.

For more than three years, from the beginning of February 2023 until his arrest approximately two weeks ago, he conceived and prepared an organized, thorough, and detailed plan that he called “AYAT – The People Will Carry Out Transfer.” To implement and advance his plan, he undertook numerous concrete and varied preparatory actions, including preliminary reconnaissance trips, drafting documents setting out and detailing the proposed methods of operation and the justifications for them, and attempting to recruit participants for the planned terrorist attack.

Under the defendant’s plan, 72 Jewish terrorists, at least half of whom would hold firearms licenses, including the defendant himself, would be divided into 12 terrorist cells, with six participants in each cell. The participants would arm themselves with various weapons, including handguns, rifles, axes, and hammers, and launch mass terrorist attacks by complete surprise in mixed Jewish-Arab cities and Arab localities throughout Israel.

The plan further envisioned that the terrorist cells would receive assistance and backup, coordinated in advance, from subversive elements recruited from within the IDF, including the bombing of Arab population centers by the Israeli Air Force, Artillery Corps, and Armored Corps.

According to the indictment, in the practical section, which he titled “How to Carry Out AYAT Here and Now,” the defendant provided instructions for members of the public to join in “carrying out mass killing, rapidly taking control of friction zones, roads, entrances/exits to Arab communities, mixed cities and hospitals... to show no mercy even to their cruel and repulsive women and children, not to stop in the face of pleas, to harden hearts; any halt will lead to an intolerable state of chaos and then a massacre of Jews...”

According to the plan, the simultaneous mass terrorist attacks, together with amplifying and publicizing them on social media in real time, would cause all Arab citizens of Israel, including Bedouins, as well as Palestinians residing in East Jerusalem and the West Bank, to flee beyond the borders of the State of Israel. > >
