**Judge Bar-Am:** The question is what the investigators understood from this (that you gave general authorization to investigate the receipt of benefits). This is an investigation of a prime minister, and we must ensure that the investigators, God forbid, do not do anything they are not permitted to do. I don’t understand from you what the investigators understood.
**Mandelblit:** Whenever intelligence raises suspicions, for example, indicating the receipt of benefits on a large scale, authorization was given to investigate such a matter. I think they understood that.
**Bar-Am:** Wouldn’t it have been appropriate to put that in writing more explicitly?
