The Ministry of Transport’s failure is glaring in one key respect:
A National Passenger Analysis Center was established.
Every relevant ministry was supposed to authorize employees who could access the data and run relevant queries—for example, the Ministry of Health regarding passengers arriving from countries experiencing epidemics, or the Ministry of Transport regarding pilots from hostile countries.
The database was used, for example, to help locate the Israeli women who went missing in Vienna.
The Ministry of Transport never bothered to authorize any employees, never submitted a single query, and did not even bother to pay its share of the database’s costs.
If it was decided that pilots from hostile countries are not allowed to enter, how are you supposed to identify them if you haven’t even fulfilled your most basic responsibility—taking an interest and checking?
A real scandal.
