To advance and implement his plan, the defendant spent approximately a year and a half attempting, unsuccessfully, to recruit supporters and partners. He also conducted preliminary reconnaissance around the locality of Tuba-Zangariyye in order to study and assess the best access routes and methods for attacking the community, which he intended to include as a principal target in the plan.

According to the clandestine recruitment framework he devised for recruiting participants to carry out the planned terrorist attacks with him, the defendant planned to approach Moshe Feiglin, who is running in the upcoming elections for the 26th Knesset as head of the Zehut party list and as number two on the joint Zehut–Religious Zionism list, recruit him into the plan, and subsequently use Feiglin’s assistance to recruit additional activists.

The defendant intended to invite activists who had been identified and selected in advance to a Zehut election event, where the invitees would be informed that they were being recruited for a terrorist attack in which they would participate the following day. The activists would be given a briefing document containing detailed operational orders and instructions for preparing for and carrying out the terrorist attacks.

The defendant attended two public events held by Feiglin and attempted to arrange a meeting with him and provide him with a summary of the plan, but Feiglin did not respond to any of his approaches.

Approximately one month ago, in view of the approaching election date, the defendant wrote an extortion letter addressed to Feiglin in which he criticized and insulted him over his failure to cooperate with the plan. He threatened that unless Feiglin promptly cooperated with him and assisted in advancing the plan, he would publicize the letter, thereby causing Feiglin, in the defendant’s view, reputational damage ahead of the elections.

Approximately two days later, the defendant went to Feiglin’s home and gave the extortion letter to a neighbor who happened to be passing by, asking her to deliver it to Feiglin, which she did. He subsequently attended a Zehut party event at Jerusalem’s Mahane Yehuda Market and, through another woman, delivered several copies of the extortion letter to the party’s director-general, together with an additional letter containing a threat similar to the one directed at Feiglin.
