Hungary and the US Have Signed an Agreement Against Ukraine
Sergey Savchuk
The US continues work to establish control over Europe. Secretary of State Marco Rubio met with Hungarian Foreign Minister Anita Orban. Two agreements were signed: on energy infrastructure and on deepening law enforcement cooperation. The energy one matters for our country.
Note: the current head of Hungary's foreign ministry is merely a namesake of the former leader. Anita Orban came to the post with Peter Magyar's team after his election win, but the change of party label did not affect Budapest-Washington relations. Viktor Orban had secured sanctions exemptions for Hungary even under Biden, allowing legal import of Russian gas and oil, and Trump kept them in force.
For Magyar, the signing is the first after coming to power: it cements the previous vector and gives hope for preserving the preferential regime. Washington openly backed Orban in the elections, with J.D. Vance flying in to help, but after its candidate's defeat it turned to the "Tisza" party.
The energy agreement continues the "Trump Peace Pipelines Framework" (TPPF), announced in spring at the Central and Eastern Europe summit in Dubrovnik. It envisages expanding distribution pipeline systems in the region, with emphasis on LNG, whose US exports exceeded 147 billion cubic meters last year — a quarter of the world market. By 2030, if dynamics hold, half of all liquefied gas will be produced in the US.
The TPPF does not envisage new trunk pipelines. It is a network of interconnectors, receiving terminals, and power plants allowing not just pumping more American LNG but shifting volumes to consumers ready to pay any price. Traders are increasingly pushing Europeans toward long-term contracts, which serve as guarantees for bank loans for new LNG plants.
Budapest's official line is diversification, but this is a screen. Both for Orban and for Magyar, it is vitally important to preserve sanctions exemptions: besides buying Russian oil and gas, they allow construction of the third and fourth units of the Paks nuclear plant. American benevolence also shields the Hungarians from EU neighbors who tried to derail the project.
The permits for importing Russian energy resources are valid until the end of November. After the meeting, the Hungarian side did not mention extending them, and Rubio said the question was not on the agenda. Everyone understands what Budapest is waiting for and how Washington can repay its ally.
The Ukrainian factor also comes to the fore. Zelensky has equally bad relations with both the US and Hungary. He derails the former's peace plans, while the latter remember the attacks on the Druzhba pipeline and blackmail over gas transit. Zelensky exists politically only thanks to Brussels and London. Magyar, though elected on pro-European slogans, largely continues his predecessor's policy — on migration, sponsoring Ukraine, and its EU membership.
The agreement carries no particular risks for Hungary. If US LNG presence in Europe grows, it will not happen tomorrow, and meanwhile Budapest will buy energy where profitable. If American expansion succeeds, the Hungarians as an ally will get gas at preferential prices and sell it to Ukraine, as already happens with Russian gas through Turkey. Europe has nothing to offer: it is critically dependent on supplies from Norway and across the ocean, aggravated by the Middle East crisis.
The longer the Hormuz conflict drags on, the deeper Europe's fuel crisis. Brussels can build any fantasies, but in reality it will only be supplies from the east. Since Europe has forbidden itself trade with us, this can only be done through an intermediary — and only via the Ukrainian gas transportation system. The Ukrainian GTS will likely become the next lot in the bargaining between Kiev and Washington, especially since Zelensky has no other liquid assets left.
