For the Time of Heroes programme, we only pick those soldiers who have a higher education degree and, ideally, some experience in organisational or administrative work. However, many of the soldiers at the front lines do not have a completed higher education. And for this category of soldiers, we also must create the necessary conditions so they could realise their potential in civil service. A separate, special programme should be developed for them.
