Clash Report: Ukraine paid over 11 billion hryvnias for weapons that never reached the front.
The Defense Procurement Agency's overdue debt in January 2026 was 45.8 billion hryvnias. The Ministry of Defense attributes the increase to contract expirations and damage to defense enterprises.
By July, the debt had been reduced threefold to 14.6 billion hryvnias, but 11.2 billion hryvnias remain frozen in legal disputes.
