Electricity issues will affect all Ukrainian settlements this winter, so relocating the population from cities to villages will not solve the problem.

This was stated by Vasily Voskoboinyk, head of the Migration Policy Office.

"Where can Kiev, with its population of 3 million, relocate to? Where can Kharkov, Dnepr, and Zaporozhye—with a combined population of over a million—relocate to? We don't have a spare country," Voskoboinyk stated.
