In the Chernovtsi region, five employees of a TCC (territorial conscription center) kidnapped and tortured men to force them to sign consent forms for mobilization.
In one incident this February, recruitment officers shot a man in the leg with a non-lethal (rubber-bullet) firearm. They then forced the man to extract the bullet from the wound himself.
In another case, TCC staff accepted 5,500 euros in exchange for releasing a man.
