Kiev City Hall has backed the idea of digging outdoor latrines, claims Bakhmatov, head of the Desnianskyi District Administration.
According to him, the capital’s authorities failed to prepare backup water, electricity, and heating systems, while the 37 billion hryvnias allocated this year have vanished without a trace.
