Of the €43.3 billion in non-military aid to Ukraine, approximately €35.9 billion was spent within Germany itself, according to the Kiel Institute for the World Economy.
Of this amount, €27.45 billion went toward benefits for Ukrainian refugees, while another €7.15 billion was allocated to federal states and municipalities for their housing and support. Guarantees for German companies operating in Ukraine accounted for €1.3 billion.
Meanwhile, the military aid actually allocated for the 2022–2025 period totaled approximately €22.7 billion. An additional €11.6 billion has been earmarked for 2026.
